in real estate, food, irrigation, dam, procure seeds, and fertilizer

Menteri Negara Perumahan Rakyat (Minister of State Public Housing), M.

it will add 691.000 units to become 3.971.618 (110,32 percent).
For district regulation from total of 79 hectar to become target,
only 39 hectar realized and even if can be pursued in year 2009,
only 49 hectar (62,03 percent) can be achieved.
Menpera also said, the truth is that many districts ready to build
that is available, only left stimulant in the form of Public Infrastructure
fund and utility as well as policy like the Maja district in Tanggerang
The government for real estate sector 2009 will seriously prove
subsidy allocation that is made available to achieve Rp2,5 trillion,
where as at the years before the available allocation is not more

Rp 2 trillion fund and Jamsostek Rp 1 trillion fund in place.
This step at least will help BTN in distributing credit subsidy
because if only depending on BTN fund, the Rp 2,5 trillion find will
be hard to absorbed, he explained.
Even admitted, the Rp 2,5 trillion fund are not solely all new credits,
partially are from subsidy claim arrears 2008, along that's destined
for house development that is build by the community (swadaya). Futhermore,
Menpera said, government will keep on creating incentives including
the ease of licensing and reduction of taxes, with the optimization
of urban land use.
Relating to land, Menpera has set price of Rp 1 million per meter
square for Rusunami land development which is managed by Regulation
of Minister of Finance No. 348 year 2008. In the middle of this crisis,
his side will push banking as well as developer so they can keep
on participate in developing people's houses through series of policies.
While Deputy of Formal House Kemenpera, Zulfi Syarif Koto, said,
the difficulty to achieve target of Rusunawa closely related with
availability for Rusunawa itself because post budget Rusunawa also
exist in budget of PU Department.
"Waiting list from Pemerintah Daerah / Pemda (Local Government)
and Perguruan Tinggi (High Institution) made for Rusunawa actually
is in a long line but because the budget is limited, at the end we
use priority scale," he stated.
Zulfi said, to use PU Department's Rusunawa budget won't also be
possbile because the difference of use if in post Kemenpera for new
units, while post Departemen Ru is for slum settlement program.
Head of Credit Management Division, Budi Hatono said, growth of
KPR subsidy increase 30 percent to reach Rp 14 trillion in 2008 while
total credit increase 40 percent to Rp 31,2 trillion.
Budi estimated that BTN credit is capable to grow around 10 to 15
percent in 2009 with economy growth assumption of 4,5 to 5 percent,
growth volume export 1-2percent, and inflation under one digit.
During that time, Main Director of Bank BTN Iqbal said, the interest
rate of BTN credit include Kredit Kepemilikan Rumah / KPR (Home Ownership
Loan) that at this time range from 15 to 16 percent, the distribution

The credit growth distributed by BTN in 2009 is estimated to be
lower than 2008 by putting prudent principle forward, including non
performing loan (NPL) ratio, he explained.

facility from PT. Sarana Multigriya Financial (SMF) as much as Rp
500 milyar including taking advantage of asset security.
The asset security itself is using Kontrak Investasi Kolektif Beragunan
Asset / KIKEBA (Collective Investment Contract with Warrant) pattern
which is in capital markets category on 22 December 2008 with rating
